Why this matters for private sellers
Around one in three property transactions in the UK falls through before completion. What the government's reform consultation proposed
The government's home buying and selling reform consultation, launched in October 2025 by MHCLG, proposes requiring a standardised sales pack of upfront information before a property is listed. The proposed pack content potentially includes tenure, council tax band, EPC, property type, title information and seller ID, leasehold terms, building safety data, standard searches, a property condition assessment, and flood risk. The government has published a reform roadmap with mandatory sales-pack legislation slated for when parliamentary time permits — a phased plan to 2027–2028 and beyond.
The government estimates that first-time buyers would experience average net savings of £710 and home movers would save £400 per transaction if material information reform proceeds as proposed — and that final sellers would face average net costs of £310, offset by greater certainty of a successful transaction.
The current legal basis for upfront information disclosure is the Digital Markets, Competition and Consumers Act 2024 (DMCC Act), which came into force in April 2025. It prohibits misleading omissions in consumer transactions — meaning sellers have a legal duty to disclose material information now, not when mandatory packs arrive.
